ARE YOU PREPARED for ISF - Effective January 26, 2009

ARE YOU PREPARED - - - ISF Submissions Begin January 26, 2009 on ocean cargo being laden for export destined to the U.S.  CBP expects importers to make a good faith effort to comply with the interim final rule to the extent of their current ability.  

Please contact your John S. Connor import representative, sales representative or the John S. Connor ISF team at ISF@jsconnor.com with information to file the required data elements 24 hours prior to laden.  Attached is the ISF Data Element Form for your ready reference (click here for form). 

CBP will monitor all ISF submissions beginning January 26, 2009 for a one year period for timeliness, accuracy, and completeness.  CBP will work with any non-complying ISF filer to help them adhere to the new requirements. 

CBP will also be providing a “performance report cards” to filers.  The performance report card will provide the following:

  • Submission volumes and whether the ISF submission was accepted without errors, conditionally accepted with warnings, or rejected with errors.
  • Timeliness in initial ISF filing (comparison of ISF filing date to the bill filing date).
  • Performance of initial ISF filings (measurement of initial ISFs that have been accepted by CBP and matched to manifest bill.
  • Performance of most current ISF filings (measurement of ISFs with amendment updates, if any, that have been accepted by CBP and matched to manifest bill).
  • Timeliness in amendments (comparison of ISF filing date to 24 hours prior to bill arrival date).
