Effective July 30, 2026, U.S. Customs and Border Protection (CBP) will mandate new reporting requirements for specific copper imports under Presidential Proclamation 11021, Strengthening Actions Taken To Adjust Imports of Aluminum, Steel, and Copper Into the United States. Importers must now declare the specific countries where the imported copper was smelted and cast.
Because the mandatory compliance date is rapidly approaching, we strongly recommend reviewing your supply chain data immediately to ensure uninterrupted clearance of your copper goods.
What is Changing?
Per Proclamation 11021 (issued April 2, 2026), CBP is expanding its Section 232 enforcement. For impacted copper articles originating from any country except the United States, importers must report the following data elements:
1. Country of Cast (Required)
2. Primary Country of Smelt (Required)
3. Secondary Country of Smelt (If Applicable)
Note: If you are currently unable to identify the primary/secondary country of smelt or the country of cast, CBP will temporarily permit importers to report “OTH” (Other).
