On November 4, 2025, President Donald J. Trump issued an Executive Order (EO) modifying the additional duties imposed on certain goods from the People’s Republic of China (PRC), which were originally implemented to combat the national emergency stemming from the sustained influx of synthetic opioids, including fentanyl, flowing from the PRC to the United States. The initial 10 percent ad valorem duty had previously been raised to 20 percent in March 2025 (Executive Order 14228) due to the PRC’s failure to adequately address the illicit drug crisis. However, following recent discussions, the PRC committed to taking significant measures to end the flow of fentanyl, including stopping the shipment of certain designated chemicals to North America and strictly controlling other chemical exports worldwide. In response to these commitments, the U.S. agreed to reduce the additional duty rate from 20 percent back down to 10 percent. This reduced rate of 10 percent will be effective for goods entered for consumption on or after 12:01 a.m. eastern standard time on November 10, 2025.
