Effective 12:01 a.m. eastern daylight time on May 2, 2025, products originating from China
and Hong Kong will no longer be eligible for the administrative exemption from duty and
certain taxes under 19 U.S.C. § 1321(a)(2)(C), commonly known as the “de minimis”
exemption. This change is being implemented in compliance with Executive Order 14256, as
amended.
Trade filers are strongly advised not to submit manifests or entries for de minimis clearance for shipments containing articles described in Section 2(a) of Executive Order 14195, as amended, that are products of China or Hong Kong and will arrive on or after the May 2, 2025 effective time. Requests for de minimis entry and clearance for ineligible shipments will be rejected starting at 12:01 a.m. eastern daylight time on May 2, 2025.
