As a reminder of the upcoming Merchandise Process Fee (MPF) changes.
U.S. Customs and Border Protection (CBP) is announcing the agency is adjusting certain customs user fees and corresponding limitations established by the Consolidated Omnibus Budget Reconciliation Act (COBRA) for Fiscal Year 2026 in accordance with the Fixing America’s Surface Transportation Act (FAST Act) as implemented by the CBP regulations.
Pursuant to the General Notice (90 FR 34665), adjustments to certain customs user fees and corresponding limitations, as codified in 19 U.S.C. § 58c, will take effect on October 1, 2025. These adjustments are being made in accordance with the Fixing America’s Surface Transportation Act of 2015 (FAST Act), Public Law 114-94.

The Merchandise Processing Fee (MPF) ad valorem rate of 0.3464% will NOTchange. The MPF minimum and maximum for formal entries (class code 499) will change. The minimum will change from $32.71 to $33.58; and the maximum will change from $634.62 to$651.50.
