On August 11, 2025, an Executive Order (EO) titled “Further Modifying Reciprocal Tariff Rates to Reflect Ongoing Discussions with The People’s Republic of China (PRC)” was issued. This order continues a prior suspension of certain country-specific ad valorem duties, which were initially imposed due to conditions reflected in large and persistent annual U.S. goods trade deficits, identified as an unusual and extraordinary threat to national security and the economy of the United States.
The current order, issued on August 11, 2025, extends the suspension due to ongoing discussions with the PRC and the PRC continuing to take significant steps towards remedying non-reciprocal trade arrangements and addressing U.S. economic and national security concerns. The suspension of Heading 9903.01.63 and subdivision (v)(xiv)(10) of U.S. note 2 to subchapter III of chapter 99 of the HTSUS is continued until November 10, 2025, at 12:01 a.m. eastern standard time.
