EU ICS2 Regulation to be Implemented

The European Union is implementing the new Customs Security and Safety program effective July 1, 2023. This applies to shipments departing the Americas mid-day June 30th.

The Import Control System 2 (ICS2), requires additional electronic data for a pre-loading risk assessment of shipments entering the European market.

Carriers transporting shipments to or via the EU are required to transmit relevant shipment data to customs prior to loading, and to transport shipments only after receiving clearance from customs authorities. Shipments that could endanger flight safety and security are identified with the “Pre-Loading Reporting” and sorted out before they are loaded onto an aircraft bound for the EU.

To ensure compliance to this new EU regulation, be sure your FHL/FWB messages include the following:

1. Mandatory HS codes
2. Consignee Trader Identification number (EORI number (Economic Operators’ Registration and Identification)), where assigned
3. Complete and specific data regarding the goods description

Failure to provide this data will result in your shipment being held until the required data is received.
